Budget
The Budget and Performance Management Division provides budgetary support services to all City departments in the development of the City’s Annual Budget and Capital Improvement Plan; prepares revenue and expenditure projections, prepares and analyzes financial reports of the City’s revenues and expenditures through the use of the Monthly Financial Reports. The Division also collaborates with department managers to establish benchmarks and performance measures in an effort to enhance the City’s overall performance, financial transparency, and accountability.

Building Services
The Building Division is responsible for enforcing codes and ordinances ensuring safe, sound, and progressive development of commercial and residential properties. Renovations, remodeling, and construction are all closely monitored, while code inspections are conducted systematically. The division complies with guidelines established by the Florida Building Commission and Broward County Board of Rules & Appeals and is responsible for the identification and removal of unsafe structures in conjunction with the Unsafe Structure Board. The division also provides plan review, permits, and periodic inspection services to most public and private construction as determined by the Florida Building Code and other applicable laws.

Business Tax Receipts
A Local Business Tax Receipt is required for each location you operate your business from, and one for each category of business you conduct. When you pay a Local Business Tax, you receive a Local Business Tax Receipt, which is valid for one year, from October 1 through September 30.

Coastal Management
The City of Deerfield Beach has developed a Coastal & Waterways management program with the intention of preserving, conserving and enhancing the local waterways and marine resources. The program looks to develop a strategic management plan, promote water-related recreational activities, develop relationships with local and state marine organizations, develop canal maintenance and dredging guidelines, promote coastal and waterway education, and work with the Marine Advisory Board to further the goals of City residents.

Community Redevelopment Agency (CRA)
A Community Redevelopment Agency (CRA) is a dependent taxing district established by the local government to carry out redevelopment activities, including reducing or eliminating blight, improving the tax base, and encouraging public and private investments in the redevelopment area. The City of Deerfield Beach Mayor and Commissioners serve as the CRA Board of Directors in the execution of the CRA Plan. CRAs provide local governments with a funding and planning mechanism to redevelop areas where market forces aren’t performing.

The Department of Community Services provides a comprehensive array of quality programs and services to promote the independence, community engagement, and quality of life for the social, physical, and psychological well-being of adults, seniors, individuals with Alzheimer’s disease, caregivers, and families with health and social services resources, entitlement and competitive grant administration and grants for housing rehabilitation and future homeownership. It is involved with legislative advocacy in securing various governmental and private grants for all City departments; promoting quality education and mentorship programs; volunteer programs and opportunities, and various community affairs and services to improve the quality of life for residents.

Environmental Services / Engineering
The Environmental Services Department (ES) provides technical engineering and utility support to implement upgrades and enhancements to our City’s infrastructure. This includes roadways, capital improvement projects, stormwater and drainage, wastewater, development projects, and many other responsibilities within the City. ES is comprised of multiple divisions: dministration/engineering, water plant, utilities maintenance, wastewater services, street maintenance, and construction & facilities

Financial Services
The Department of Financial Services is responsible for the financial management and planning of the City. This includes establishing and maintaining effective controls over the City's financial activities, providing accurate financial information in a timely manner, and complying with applicable federal, state, local, and various accounting regulations. Financial Services is comprised of three main divisions: Finance (Utility Collections, Business Tax Receipts, Parking, and Financial Reporting), Budget and Performance Management, and Procurement and Contract Administration.

Housing & Grants
The Housing & Grants Division offers a wide range of affordable housing grant programs to provide accessible opportunities for income-eligible prospective and current residents, to participate in housing assistance programs administered under the Community Development Block Grant (CDBG), State Housing Initiatives Partnership (SHIP), and Home Investment Partnership Programs (HOME).

The mission of the Human Resources Department is to provide the City with a comprehensive package of Human Resource Management services that are unassailably professional, responsive to business requirements, and conscientiously cost-efficient and effective.

Information Technology Services
The Department of Information Technology Services (IT Services) provides technical assistance to all City departments. A core area of responsibility for IT is the Enterprise Resource Planning (ERP) software system. This allows City departments to use a system of integrated applications to manage City operations and automate many back-office functions related to Technology, Services, and Human Resources. A wide range of business functions are supported such as; Accounting, Payroll, Utility Billing, Land Management, Business Tax Receipts, Point-Of-Sale, Purchasing/Inventory, Work Order, Fleet Maintenance, and E-gov services. IT Services is also responsible for managing: backups and restores; Disaster Recovery; desktops; Geographic Information System (GIS); Network Services; Virtual Private Network (VPN); Voice over IP (VoIP); online payments; mobile device management; video and sound for Regular Commission Meetings; desktop peripherals and other workstation support as required.

The City Landscaping Division is part of the Planning and Development Department and is responsible for landscape plan reviews, landscape inspections, landscape code enforcement, tree removal permits, arboriculture education, street-scaping, and landscape design.

Parks & Recreation
The City of Deerfield Beach Parks and Recreation Department is responsible for Athletics, Aquatics, Recreation, Waterfront Operations, Park Maintenance, Transportation, and our two Cemeteries. Along with that, we maintain over 470 acres throughout our 50 parks and green spaces.

The Purchasing and Contract Administration Division is dedicated to providing exemplary support to the City of Deerfield Beach departments and vendors without favoritism, arbitrariness, or capriciousness. We serve as the City’s agent in procuring goods and services using a best-value approach while maintaining the highest ethical and legal standards to ensure a fair and transparent procurement process. We monitor performance and seek improvement by implementing best practices and innovative purchasing methods with the goal of realizing cost savings and improved operational efficiency.

The Division of Recycling & Solid Waste Management provides garbage services to both residents and businesses within the City of Deerfield Beach. The City's department is an in-house operation, which gives us the opportunity to provide the best service possible to our residents and businesses. Our mission is to provide the highest level of service at the lowest possible cost and to become the premier full-service, municipality-run solid waste operation in South Florida.

The Health & Social Services Division “Where Life Happens” – Learning, Independence, Friendships, and Energy – provides supportive services and activities for individuals sixty years (60) old and older to improve their quality of life, promote independence, and encourage involvement in the community. Services include improving independence, health support, counseling, recreation, nutrition, community engagement, and quality of life for seniors.
