Community Development Block Grant Program (CDBG)

For Activities Subject to Environmental Assessment

Combined Notice of Finding of No Significant Impact on The Environment

And Notice of Intent to Request Release of Funds

TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS:

 The City of Deerfield Beach has prepared an Environmental Assessment (EA) for the following project.  The EA is on file at the address above and is available for public examination and copying on weekdays between the hours of 9:00 a.m. to 4:00 p.m. An electric version can also be viewed on the City of Deerfield Beach website.

Project Name: Oveta McKeithen Recreational Complex Playground Project

Nature/Purpose of Project: Design, Supply, and Install Playground Equipment at Oveta McKeithen Park.   The project consists of improvements, which include: the design of an inclusive accessible playground; installation of shade structures, playground equipment, and artificial turf which meets all American Society for Testing Material (ASTM), Certified Playground Safety Standards, and all materials necessary to complete the playground project.

 Project Location: 445 SW 2nd Street, Deerfield Beach, FL 33441

 Estimated Cost Project: $601,931.00

 CDBG Funding:  $300,000.00

The City of Deerfield Beach has determined that such a request for the release of funds will not constitute an action significantly affecting the quality of the human environment, and accordingly, the City of Deerfield Beach has decided not to prepare an Environmental Impact State (EIS) under the National Environmental Policy Act of 1969 (PL 91-190).

 All agencies, groups, or individuals disagreeing with this decision are invited to submit written comments to the above address.  Such written comments should be received on or before May 25, 2023.  All such comments will be considered, and the City of Deerfield will only request the release of federal funds or begin the project after such date.

The City of Deerfield Beach is certifying to HUD that it and its chief executive officer, in his official capacity as Mayor, consent to accept the jurisdiction of the federal courts if an action is brought to enforce environmental review responsibilities, decision-making, and action; and that these responsibilities have been satisfied.  Upon certification, the City of Deerfield Beach may use the CDBG funds, and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969. HUD will accept an objection to the release of funds and certification only if (a) the certification was not executed by the chief executive officer or other officers of the City of Deerfield Beach approved by HUD; or (b) the City of Deerfield Beach EA indicates omissions of a required decision, finding, or step

Objections must be prepared and submitted via email per the required procedures (24 CFR Part 58, Sec. 58.76) and addressed to the HUD Miami Field Office at FL_Webmanager@hud.gov.  Potential objectors should contact the HUD Miami Field Office via email to verify the actual last day of the objection period.

Public Hearing for 

Pre-development of the 

Community Development Block Grant (CDBG)

FY 2023-2024 Annual Action Plan

 

The City of Deerfield Beach is an entitlement recipient of federal funds from the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) Program and anticipates receiving approximately $659,734 in the fiscal year 2023-2024 to address housing and community development needs. As a funding requirement, the City must develop and adopt an Annual Action Plan which outlines the actions and activities to address the priority needs. 

 The City will be conducting a pre-development meeting to identify housing and community development needs and establish priorities for its Annual Action Plan. The meeting will be held in conjunction with the Affordable Housing Advisory Committee meeting on Monday, May 1, 2023, at 7:00 p.m. at the Hillsboro Community Center located at 50 Hillsboro Technology Drive, Deerfield Beach, Florida 33441. City residents and interested parties are encouraged to attend and participate.

AFFORDABLE HOUSING ADVISORY COMMITTEE MEETING


 Notice is hereby given by the City of Deerfield Beach that the Affordable Housing Advisory Committee (AHAC) meeting will be held on Monday, May 1, 2023, at 7:00 pm at the Hillsboro Community Center, 50 Hillsboro Technology Drive, Deerfield Beach, FL 33441. 

 The public meeting will include a discussion about the City’s housing and community development needs to help identify and establish priorities for state and federally-funded activities. Interested persons are encouraged to attend the meeting.
